Should small businesses share the blame for late payments?

Headlines are constantly full of the nightmare tales of late payments to small businesses.

Earlier this year, research from Bacs shows that more than 76% of smaller businesses are waiting a month over their agreed contract terms for payment.

And while the government struggles to find ways to tackle the issue, there seems to be a question as to who the buck stops with.

Is there really one party to blame? Is it the fault of the large companies withholding the money, the government for not, for example, imposing fines on such practices, or is it, as credit control software CEO Steven Renwick suggests, also a responsibility of the small businesses themselves?
